NUMARK Expands Services to UAE Federal Authority for Nuclear Regulation

March 2, 2015—NUMARK Associates, Inc. has entered into a new contract with the Federal Authority for Nuclear Regulation (FANR), United Arab Emirates, to provide technical support to FANR’s review of the Operating License Application (OLA) for the Barakah Nuclear Power Plant, Units 1 and 2, submitted to FANR by the Emirates Nuclear Energy Corporation (ENEC).  NUMARK, leading the “NT” team of expert consultants, including the VTT Technical Research Centre of Finland and TUV NORD of Germany, is supporting FANR in the review of the following portions of the OLA: Containment and Engineered Safety Features; Instrumentation and Controls; Electric Power; Auxiliary Systems; Human Factors Engineering; Conduct of Operations (Training, Quality Assurance, Operational Organization and Procedures); Initial Test Program; Technical Specifications; Severe Accident; Probabilistic Risk Assessment; and Fukushima Lessons Learned. 

In addition, NUMARK/NT has responsibilities for the integration of the licensing review project, including schedule preparation, status reporting, assisting in development of work and process instructions, set-up of the project review on the Enterprise Project Management (EPM) server, document control for the EPM, development of SER and RAI templates, technical editing of SERs, and integration of the final SER.

The new contract has a minimum term of three years, to support FANR through the operating license phase for Barakah Units 1 and 2.  Other terms of the contract remain confidential.

NT, led by NUMARK, has served as a Technical Support Organization (TSO) for FANR since late 2010, supporting FANR’s review of the Construction License Applications for Barakah Units 1 through 4 in all areas noted above for the current OLA review work.

NT/NUMARK was also awarded a contract by FANR in June 2014 to support FANR’s construction inspection and oversight program for the Barakah Nuclear Power Plant.  NT’s responsibilities under this contract, which extends through 2017, include training and mentoring of FANR inspectors; preparation of inspection procedures; conduct of periodic licensee performance assessments; and development of recommendations for regulatory response and enforcement action.
